Rural 21st parties see late licence rejected

Plans for two 21st birthday parties in rural Carrick have been dealt a blow after they failed to get a later licence from South Ayrshire Council.

The licensing board turned down proposals for a 1am finish for the bashes in Straiton and Kirkmichael on Thursday 24 April.

Applicant Alistair McClymont wanted the board to grant him 1am finishes for a 21st birthday party at McCandlish Hall in Straiton on Saturday 3rd May and for a similar party at McCosh Hall in Kirkmichael on Saturday 12th July.

However, the board turned down both on the grounds that there would be significant disruption to the villages with this 1am finishing time which would go against the licensing board’s policy objective of ‘preventing public nuisance’ and kept the times for the party to finish at 12 midnight.

Mr McClymont was successful in getting a 1am licence for the Annual County Rally Dance for the Ayrshire Association of Young Farmers Club on Saturday 17th May on the grounds that this event is being held at the Lairage Shed and not in a residential area.

However, he was also unsuccessful in his plans for a 12.30 finish for a presentation dance and car treasure hunt for the Mauchline and District Young farmers club on June 13.

Speaking to the board Mr McClymont said: “Farmers don’t work the normal hours 9-5 like most people and during the summer months they can be out until 9 or 10pm.

“So they wouldn’t be turning up at these parties until later.

“These are small halls that are vital to these villages and if they aren’t used then they’ll fall into disrepair.”

Councillor Allan Dorans asked him how these events would be properly policed.

Mr McClymont replied: “For many years I have held a SIE security badge and if anyone steps out of line there would be consequences.”

However, chair Ann Galbraith said on deciding the applications: “We don’t want to set a precedent here for any future applications so the applications for all apart from the Young Farmers County rally will not finish at 1am”.
